Biography

Junaid Cheema’s work brings together senior institutional leadership and national program delivery, social impact and community contribution, and a body of intellectual work spanning books, essays and frameworks. He bridges hard and human systems, connecting strategy, governance and execution with self-knowledge, human behaviour and cultural understanding. Across these domains, his concern is how people, institutions and communities find direction, develop capability and act with greater clarity and coherence.

His career began at the Australian Parliament as a developer and project manager, then moved into senior leadership at the Australian Taxation Office, including Senior Director and Assistant Commissioner (A/g) roles. He subsequently undertook management consultancy at the Australian Bureau of Statistics and senior regulatory delivery and corporate strategy work at the Department of Health. He then established Ignite Consult, his own consultancy, advising a large Australian private school group on institutional strategy, governance and board–executive alignment, alongside coaching its CEO and senior leaders. Across more than two decades, his responsibilities grew from building systems to shaping direction and leading delivery at institutional and national scale.

Alongside his professional career, he contributed through community leadership, advocacy and voluntary management consultancy. He has served as Director and Treasurer of the Online Hate Prevention Institute, Vice President of the Islamic Council of Victoria, and a board member of Care with Me and City Circle. His voluntary consultancy has supported foster-care agencies, women’s advocacy groups and philanthropic initiatives. This work reflects a passion for equal opportunity, social justice and human welfare: how people are supported, how communities hold together, and how those from different backgrounds can live and flourish together.

These institutional and community experiences gave practical weight to an intellectual inquiry he was developing across technology, psychology, science and philosophy. He is the author of Rediscovering Education in the AI Age and Vocational Training in the AI Age, part of a growing series that continues with the forthcoming Architecture of the Self. The essays and frameworks on his website extend this inquiry into education, leadership, human development and the wider world.

The synthesis of these strands gives his work its central concern: how fragmentation appears within individuals, organisations and society, and how greater clarity, alignment and integration can be restored. It joins the practical realities of leadership and delivery with deeper questions of meaning, belonging, power and human development. His experience gives the inquiry real situations to answer to; the inquiry gives him deeper ways of understanding and responding to those situations.

Selected experience

His professional experience spans national delivery, institutional transformation and executive leadership. The examples below show the scale of responsibility and the outcomes behind that work.

National program delivery

At the ATO, he led highly successful national Tax Time programs through release leadership and enterprise quality assurance, following earlier delivery difficulties. His program delivery work included a portfolio of approximately A$200 million, supporting systems tied to around A$190 billion in national revenue collection. The work brought together geographically dispersed teams of hundreds across Australia amid minority-government uncertainty and major dependencies across agencies.

Institutional strategy and transformation

His enterprise planning work at the ATO included developing an IT forward program covering A$127 million of work. At the ABS, he led the Smarter and Faster Ways of Delivery program, strengthening institutional capability for major statistical transformation. At Health, he developed and implemented corporate strategy with the COO and senior executives, connecting service performance, governance and organisational capability.

Enterprise leadership and capability

He led geographically dispersed workforces of 200+ people and directed senior leaders across specialist functions. He rebuilt enterprise testing capability, established enterprise design capability and helped develop the ATO’s director leadership framework, strengthening the organisation’s capacity to deliver major commitments.

Regulatory delivery and accountability

At Health, he led delivery and modernisation across the Therapeutic Goods Administration’s regulatory systems, improving productivity and client satisfaction. He also resolved a significant Australian National Audit Office finding and established capability to manage future financial and reputational risk.

Service innovation and efficiency

His service innovation and operational redesign delivered operational savings of millions of dollars, alongside increased digital uptake and reduced processing costs. He also developed financial and commercial strategies for enterprise software holdings valued at A$50 million, strengthening contract management and planning for future investment.

Institutional governance and executive coaching

For a large private education provider, he developed the institutional vision, mission and values that were subsequently adopted, alongside strategic investment themes and governance arrangements. In conjunction with the CEO, he designed and facilitated a board–executive retreat. He also coached senior executives through institutional change and the demands of leadership.
